That's right, including pub matches. So similar to how the FW orbital changes were brought up by the Fox, the "gotta be from" EVE policy to should extend to PC.
In addition since pub matches are fought between two corps, a substantial LP bonus can be given to to a pilot in system willing to work for an NPC corp. Now hear me out, this part is more in theory, but I'm dead serious about the PC one. This is more a long term idea.
So a new system in EVE could be "public contracts", where in preparation for a battle NPC corps call for pilots to help. They can choose either side, having the reward be LP and based on a corps popularity ISK as well, making sure no corps are continuously overlooked. Once at least one person on each side has picked a side that match the two pilots become red to each other. So now it's almost like a dueling system in EVE, and the pilot that controls space gets to drop the orbitals. So to keep it fair, if someone wishes to fleet up for the battle the rewards are spread out evenly. The challenge comes in keeping it consistent and keeping the rewards high enough to make it a profession. Orbitals for hire, just looking for contracts to pop up in all types of space. Once the match is over standings between opposing pilots return to normal.
Once two people accept the two sides of the contract the battle is set up in Dust and it starts like a random pub does now. Maybe when standings extend from factions and spread to corps as well there could be an option to choose. I also would like the idea of choosing which regions or systems to randomly be put into, so if people wanted to coordinate they could, but this would require a greater player count.
So how do we keep it fair on the ground? I just got thrown into a random match and apparently we have no orbitals because our support is dead or a no show. The old orbital system is still there, 2500 WPs or whatever, credit goes to the squad leader who dropped it, where as an orbital from EVE only rewards the pilot. What if I don't want to drop an orbital from EVE? (??) Well you still have the option of dropping a warbarge orbital for 2500 WPs and getting the glory yourself, but the pilot still gets rewarded for every time they earn an orbital, whether it's used or not. If the team gets an EVE orbital before they have enough points get a warbarge one once they drop it, they have to gain another 2500 WPs on top of whatever WPs they have at the time to get a chance to drop a WB one, so no stacking orbitals. This will mean if you have space superiority it's best to use Eve orbitals as they will be more frequent, but warbarge orbitals will take longer (unless you are a WP making machine), and if you insist on using them it will be the same as now. Eve orbitals don't reward points for ground players, so it doesn't create a system where points just keep rolling in.
This would bring more PVP to hi-sec and would allow people to field fleets and fight without worrying about losing standing from empires like fac war. Immortal clone and immortal pilots, all strictly business.
It's rough, it wouldn't be for awhile, but I'd like CCP to add more things to do in EVE that relate to Dust that don't break either game. I just wanted to know what everyone's opinion was or if there are other ways to work with it. I'm mostly just brainstorming. There maybe potential for exploitation so it would be great if the feedback was constructive.
